Now, they have added the following to their submissions guidelines:
Posting to blogs or online workshops is not in our opinion publishing, so any such poems or other pieces are clearly eligible.

Doom? That’s a bit strong. And far from true. The only way to determine if rule 8 applies is to read the venue’s offerings. From reading what they like to pub and who they like to pub, one can get a sense of whether to waste your time and stamps. That’s not doom, that’s prudence.
